Abstract
Society as a whole is subject to extensive and complex reform processes. The reform and the extent of this phenomenon are global and have spread to the higher education system in Romania. The military higher education reform has been made in terms of Romania’s Euro-Atlantic integration, leading to a change the format from the mainly vocational training, focused on the career training of officers towards an academic type of education in which the preparation for a military career is finalized through a license and can provide the opportunity to reconvert to another profession. Also, in the context of increased complexity and size of the higher education military institutions, the provision of financial resources and a specific regulatory framework significantly affect the quality of the academic education. In this respect, the paper examines the dynamic interdependence between the military system of higher education and quality assurance of education for primary beneficiaries - military students, and the strategy of the proposed changes is a bidirectional, from bottom up and vice versa.

Abstract
The first goal of an integrated EU maritime policy is to create optimal conditions for sustainable use of seas and oceans ensuring the development of maritime sectors and coastal regions. In many Member States, the recent development of the maritime economy has exceeded the overall economic growth. Active regions in other high growth markets, such as marine equipment, offshore wind energy, recreational boating and cruising, will also continue to benefit from this growth. Currently there is recorded a growth of illegal maritime activities (piracy, armed robbery, environmental degradation, illegal fishing, arms smuggling and human beings). These security challenges take place both in national and international waters. Efforts to control these activities are made both at the level of individual states and at the regional and international level. An integrated maritime policy requires a governance framework that applies the integrated approach at all levels as well as horizontal and sectorial policy instruments. Shipping is vital to domestic and foreign trade of Europe and remains the backbone of the maritime activity. However, this sector will continue to prosper only if the EU will act further to establish a high level of maritime safety and security to help protect human lives and the environment while promoting internationally a level playing field.

Abstract
This article has a twofold purpose. First, it focuses on the theoretical and practical issues triggered by the necessity to approach intercultural management through the lens of the functions and activities of human resource management. Second, it analyses the prospective of managing the intercultural aspects underlying the multinational missions of operational units as part of networked enterprise architecture. As a result of the above undertaking, the article proposes an integrated management model for the intercultural issues characteristic of the human resource involved in multinational operations, as well as a working framework for the team to man the network architecture. The conclusion reached at the end of the investigation is that efficient and feasible training programs in multicultural and intercultural issues supporting the future missions of operational units is conditioned by the establishment of a common working framework for the specialists in this field.

The need to know as many details as possible about the "psychological, physical and professional preparation of terrorists, terrorist groups, arising from the intention of brainwashing new recruits, religious indoctrination and training based on patterns inspired by the Great Jihad Encyclopedia , The letter of a member of al-Qaeda, How to resist and confront special services investigators require now more than ever, special attention to understand the reconfiguration of terrorist groups and a new approach to anti-terrorism training fighters. Al-Qaeda ("Jihad al-Qaeda "), after the merger in June 2001 with Al-Jihad (Egyptian Islamic Jihad) has common training bases in the South, South-East Asia and the Middle East. It is well-known that apart from these bases, the terrorist group is very active in its European cells called white al Qaeda or "terrorists with white skin." This group brings together around 800 Bosnian mujahedins and its purpose is to extend Al-Qaida in Europe, with the ultimate goal of creating a "pan-Islamic" caliphate worldwide.

Secession and economic crisis are a real "epidemic" in the economic and social life today. Basically, even if in different ways, sooner or later, everyone is affected (Mitrofan, September 2010). But who manages to overcome the danger of epidemiology? First, are those who follow the experts' advice, secondly, those who trust in personal abilities to cope with aggression, those with good "immune systems”. It takes a psychological and relational immunization. The same happens also in case of recession and economic crisis. Of course, the economic recession primarily affect the business, but basically, the effects are felt in all sectors of socio-economic system.

Starting from the principle of universality of human rights, they have often been proclaimed and sustained, but also frequently violated. Unfortunately, the twentieth century and first decade of the present century gives us many examples. From the perspective of the evolution the international legal instruments, the Treaty of Lisbon has opened a new institutional framework for the European Union. Also, the human rights issue during the conduct of multinational operations is increasingly a concern in the global security context.

Abstract
Democracy becomes the model of state organization, under the impact of globalization, and protection of human rights is a prerequisite for the existence of democracy and the rule of law. The issue of human rights has evolved gradually from an internal problem of the state to one international problem. The human rights represent a fundamental value of a democratic society, a pre-existing condition and also a structural element of the national security, together with multiparty political system, fair justice for all citizens, and protection of private property. The concept of human security acquires a new dimension, to be reconsidered in terms of new vulnerabilities, risks and threats facing mankind today. Human security must take precedence over other aspects of security and should complement the specific policies concerning state security, human rights and human development.

Abstract
In this paper I wish to emphasize that a state has a say at the international negotiation table, to the extent it is considered a local or regional power, and Romania may accede to this status only if it will develop coherently its maritime power. Starting from the idea of state power development, I will highlight the importance of having a maritime power by any state having access to the sea. Any maritime state, even of a medium level like Romania should be able to have a fleet, even a small and not high-tech one - in comparison with other countries in the region - but superior in terms of ability in action. I want to oppose to the general concept of “inferior fleet in action” the concept of' “inferior in number but, superior in action”.

Abstract
The achievements of artificial intelligence bring efficiency and discipline through the soldier – robot, which does not sleep, does not eat, does not need training, is not frightened, does not forget orders and does not worry if, beside him, a colleague was shot down. The robot is a perfect machine of death, the disappearance of which no one complains. The key of this problem is the robot industry which provides solutions to the defense systems: the fight robots, or „automated armed systems” already used by some countries. Research is more advanced in the field of remotely operated vehicles in the case of so – called drone – spy planes and unmanned combat aerial vehicles. Explorers, combatants’ robots are searching caves in search of terrorists. But a British study has fired a warning on future terrorist attacks which, soon, could be coordinated with the help of robots.

Abstract
The installation of the Western migrants in Europe generates for its inhabitants primarily social problems. The difficulty of granting political rights to foreigners comes from the fear of the European countries related to the change in traditional society. Immigration policies are nationally developed and the efficiency of the national policy is related to maintaining a balance between measures taken on different issues of migration and results in order to avoid the gap between reality and policy objectives and the specific consequences of this social phenomenon. European policies are still incoherent. Tracking elite recruitment, selection of migrants as needed, granting asylum, establishing equality between men and women are the main concerns of these policies, but there are weaknesses: discrimination and violating the human rights. The only solution currently worth considering for Europe seems to be learning to "live together". The current global financial crisis affects migration policies, as they are under the direct pressure of politics and the migration management system in each country.

In this context, we set two milestones in the history of education: Comenius and the Bologna process, following the road between them and the conclusion is to say unequivocally that depending on the demands of society at a time, there were adequate educational technologies, leading to those of today, which places the student in the center of the education process. As a consequence of these changes, we can speak of competitive graduates in the labor market expanded, which is a key goal in our day.

Abstract
For more than 60 years, the most commonly used indicator of economic performance is the Gross Domestic Product (GDP), measured either in absolute or per capita values. This indicator does not measure other important elements of everyday life, such as culture, security, happiness, income distribution or the environment. Economic indicators such as GDP have not been fully designed to measure welfare. Therefore there is a need for new indicators covering other dimensions of progress, namely those related to social and environmental issues, primarily those relating to issues such as global warming, poverty, natural resource depletion and health. The indicator that best expresses the degree of fulfillment of social objectives, economic and environmental well-being, sustainability and quality of life at country, regional or global level is the so-called "happiness index of population", which we will treat this paper.

The success of any military alliances or coalitions in operations depends on the degree of cooperation that goes beyond a "division of labor." It requires the development and implementation of common doctrine, training, and the ability to operate smoothly as a combined, integrated force, similarly to the way in which military services from some developed countries operate jointly today. In order to reach the end state of any operation, a proper logistic approach is needed. It is known that, generally, logistics consists of several complementary functions that must be integrated to support military operations. Because NATO principles and policies for logistics establish the principle of the collective responsibility of nations and NATO authorities for logistic support of NATO’s multinational operations, multinational logistics could be the desired key to success.

One of the most frequently used techniques in risk analyses is fault tree modeling. A fault tree analysis(FTA) can be used to identify the subsystems that are most critical for the operation of a given system, or to analyze how undesirable events occur. This paper describes the design of an fault tree analysis with top event defined as ‘loss of propulsion for a ship’ followed by quantitative and qualitative approach using algorithms and methods shown in the paper (as example, the algorithm called MOCUS –Method of Obtaining Cut Sets or „Vessley-Fussell” measure of importance that can be applied on fault trees).

In the XXI century, human creativity is manifested in the four directions of action covered by the knowledge society: education, research, development, innovation. These goals are also reflected in the architecture of the Romanian military environment, connected to the imperatives of the moment. An example in this respect is project Research on the optimization of the capabilities of the military logistic system by the implementation of solution specific to robotized technologies developed between 2010 and 2013 within the “Nicolae Bălcescu” Land Forces Academy Sibiu. In this paper, the authors aim to show how the four pillars specific to the knowledge society are reflected in the activities of the previously mentioned project and to highlight the complementary relationship between them.

However, to get results is not always synonymous with success and being effective, what really matters is getting results that are useful for the organization and its customers and / or interested parties. Accordingly, the information technology is one of the basic tools and important for the exchange and circulation of information, where they contribute to providing accurate data, and updated, and timely, and then is the use of technological means of various indispensable basis to provide information to decision makers in a timely manner and by means of non-traditional, in addition to envelopment of methods of doing business both within government and among themselves or with regard to the method to provide services to citizens and provide information to third parties, there is no doubt that the information centers in any government is one of the key players entrusted with the provision of information that are built upon the decision-making using the tools of different technology available to them, so the information centers need to be updated and continuous development to meet the growing demand for information and to facilitate the circulation of between relevant actors, as well as to keep pace with the steady development in the field of information technology. In this document we will see the strategy framework for Research and Development in the Information and Communications Technology (ICT) sector in Jordan, the main problems delaying Jordan's from developing ICT and the Policy Framework for Management of Information Technology in Canada, and the main role for the CIO in the Canadian Government.

Abstract
The Ministry of National Defence expects to acquire reliable and maintainable military equipment that are of high quality, readily available, and able to satisfy user needs with measurable improvements to mission capability and operational support, in a timely manner, and at a fair and reasonable price. There are three mandatory sustainment requirements to ensure that effective sustainment is addressed and accomplished over the life cycle for all newly developed and fielded systems. The value of the Sustainment KPP (Key Performance Parameter) is derived from the operational requirements of the weapon system, assumptions for its operational use, and the planned logistical support to sustain it. In order for the program manager to develop a complete system to provide warfighting capability, sustainment objectives must be established and performance of the entire system measured against those metrics. DoD Regulations I.1000 should require program managers to formulate a viable Strategy on Reliability, Availability, Maintainability and Cost (RAM-C) and document it in the Systems Engineering Plan (SEP) and Life Cycle Sustainment Plan (LCSP).

Abstract
Generating benefits through life cycle logistics of the major military equipment (LCLMME) involves the approach in terms of program management, systems engineering, supportability analysis, integrated logistic support elements, logistics engineering and reliability, availability, maintainability, testability, predictability and diagnosticability for the interoperability and optimal cost of major military equipment. As a challenge of the Romanian DoD strategic vision, DoD decision makers must integrate acquisition and logistics into a general capabilities framework in order to ensure a superior support process for the major military equipment by focusing on affordable system operational effectiveness as a key design and performance factor and emphasizing total product life cycle logistics considerations in the systems engineering process. During the process of defence acquisition management, LCLMME should be the framework of a scientific approach leading to the verified and validated decisions, which can contribute to a strategic guidance that will lead to faster implemented and more efficient logistical support, at higher quality and optimal cost.

Worldwide smartphone sales to end users reached 54.3 million units in the first quarter of 2010, an increase of 48.7 per cent from the first quarter of 2009, according to Gartner, Inc. Among the most successful vendors were those that controlled an integrated set of operating system (OS), hardware and services. Mobile e-mail, rich messaging and social networking will continue to drive demand for smartphones and enhanced phones that feature full hardware keyboards. In the smartphone OS market, Android and Apple were the winners in the first quarter of 2010. Android moved to the No. 4 position displacing Microsoft Windows Mobile for the first time. Both Android and Apple were the only two OSs vendors among the top five to increase market share year-on-year. Symbian remained in the No. 1 position but continued to lose as Nokia remains weak in the high-end portfolio.

One of the most important internal control standards that make up the code on Internal Control, approved by Ministry of Public Finance Order no. 946/2005, is the standard on risk management. According to the above mentioned standard, each public entity is required to systematically analyze at least once a year, the risks related to its activities, to develop appropriate plans in order to limit the possible consequences of these risks and to name those responsible for implementing plans. This practice has migrated from the private sector the public sector, so that more and more European Union countries governments have integrated risk management in the public management reforms undertaken in recent years.

The challenges posed by Romania’s accession to the Euro-Atlantic bodies cannot be faced in the absence of the military decision-makers’ education and training, for the process of transformation implies the existence of a set of special skills, knowledge, and aptitudes meant to facilitate the process per se, as well as to motivate those who must put it in practice. The Romanian military system’s transformation process is accompanied by the NATO transformation process, which is the reason why the Allied Transformation Command was established. On the one hand, this may be regarded as a constraint; on the other hand, it is also a chance and a catalyst for our country, since we thus have something against which to benchmark our achievements, as well as a source of inspiration in terms of our own military system’s transformation.

Abstract
This study aims to review a range of theoretical approaches and practical solutions offered by the literature on the concept of organizational conflict. The paper refers to the economic, political, social, cultural and security in which the contemporary organization operates and especially the military organization. One of the fundamental characteristics of the military organization is the diversity of human resources that make it up, leading both advantages and disadvantages in terms of management. In the final part of the study, we present some options for solving problems of cultural diversity within the military system, with emphasis on the idea of flexibility and adaptation techniques in the exercise of managerial leadership.

Abstract
Planning represents a fundamental prerogative of the leadership and it is impossible to understand how a system functions in the absence of the corresponding planning. On the other hand, planning is useless in cases when the foreseen objectives are misbalanced as compared with the level and availability of resources for the process. Planning of the defence is not different, and the developments during the past two decades seem to bring an increased realism in designing the objectives and the establishment of a priorities system that could approach more flexibly the objectives, depending on the variation of the resources level. In the current context of Romania’s membership to NATO, the capabilities based planning would ensure the adequate effectiveness and an increased efficiency of the national defence system.

Abstract
Withdrawing its troops from Moldova’s territory and its support from Tiraspol’s authorities must be a small price to pay for an institutionalized Russian role in Europe’s security affairs from Russia’s standpoint. Although Russia controls Transnistria militarily and politically, Medvedev declared that any solution depends on the positions of European Union, Romania, Moldova, and Transnistria. Mihai Ghimpu, dissolved on September 28, the parliament by decree effective on September 29, and scheduled parliamentary elections for November 28. A new parliament will again attempt to elect a head of state in December. The country may need to consider instituting a presidential republic, if a representative leader with a competent team can be identified because Moldova has descended from the political crisis of spring 2009 to the constitutional crisis of August 2009 and than again to a legitimacy crisis of the authorities in June 2010 and these kind of “events” do not lead to stability and prosperity.

Abstract
The Security Council imposed additional sanctions on the country, expanding an arms embargo and tightening restrictions on financial and shipping enterprises related to “proliferation-sensitive activities” because of its deep concern about Iran’s lack of compliance with its previous resolutions on ensuring the peaceful nature of its nuclear programme. In spite of international sanctions, Russian Energy Minister, Sergei Shmatko, and Iran’s Oil Minister, Masoud Mirkazemi, announced interesting plans for bilateral cooperation.. Shmatko and Mirkazemi signed a road-map agreement on joint oil and gas projects with a 30-year time-frame, at their Moscow meeting. It is necessary to examine the thinking of the current political leaders in the country if we want to understand Iran’s current threat perception. Iran’s missile program cannot be viewed separately from its military nuclear ambitions. Both are expressions of Iranian ambition to be a regional power. The current Iranian leadership is using strategies like expansion of the nuclear and missile programs, empowerment of the Shiite population both in the region and globally and opportunistic use of oil as a weapon in order to achieve the status of a regional power.

Abstract
Professionalization of the armed forces seems to be specific to the end of the 20th century and the beginning of the 21st century. It is without doubt a necessary process, with accurate and authoritative determination, and hasty measures and practices, and effects which in certain situations, could become significantly negative, if not serious. Militaries of the world - who are and will be a long time state institutions - become organizations like any other, which are subject to modern management theories, such as, for example those included in the so-called Z category theory or theories, where it is very important the strength of the organization and the organizational culture. This, in what concerns the endogenous pattern of becoming a military; the exogenous part of the development and reconfiguration of the institution is subject to many factors, among which we find budgets, resources, motivations, and realities that are becoming more fluid, more misleading. Some states, under the pressure from others or under the illusion that the military component of war has become obsolete, place their military among organizations of the second or third category. If there were not some concerns arising from changing nature of conflict they would gladly give them up. But, reality is often misleading. It says one thing and does something else. To understand this, there should be effective evaluation systems and a rational management based on deep knowledge of this reality, and especially of the trends. This is certainly the case with the Romanian Armed Forces.
