Abstract
Like other former Central & East European communist countries, Romania has inherited a Cold War-type defence planning system, characterized by rigidity and excessive centralization, with an inadequate correlation between allocated financial resources and settled missions. To implement a new defence planning system was not an easy task. Although we had a model to follow, we also have to learn from our own mistakes. PPBES has provided the framework for institutional changes within the MoD with a clear division of responsibilities between civilian and military structures. Based on the lessons learned from the first PPBES cycles, we have managed to overcome the gap created by the lack of coordination between structures at horizontal level, as well as by an overoptimistic planning of a large number of objectives assumed without being co-related with the allocated resources. We have also learned to use a qualitative approach in shaping the armed forces restructuring and reform process, focusing on the development of capabilities that finally allowed us to be a credible and reliable partner for NATO.

Abstract
One of the fundamental components of integrated defense management is integrated defense resource management, and within them logistics plays, in my opinion, the most important role. We can speak about integrated logistics system (ILS), which has two subsystems: integrated logistics support and integrated logistics assistance. My references come from French sources, because in the French Armed Forces this system is functional. My proposals represent a new approach to the ILS within the wider context of the integration process. Many Romanian researchers agree with this vision regarding the ILS, and my wish is to demonstrate that this is a reality.

In order to understand the complexity of the defence organization within the context of its attempts towards implementing an integrated defence resources management, it is necessary to start from an analysis of the key concepts underlying the overall concept of integrated management. Consequently, this article aims at investigating the concept of communication from a two-fold perspective. First, it is to provide a broad outline of what communication is from the perspective of communication theories. A plethora of literature that focuses on different aspects of bureaucracy resonantes the same note of Weber that the hegemony of bureaucracy will not diminish in the future. It is argued that bureaucracy is an indispensable element in modern social and economic organizations because the principles of organization management are founded on the basic tenet of bureaucracy, what is called by Weber rationalization. An intimate interrelationship exists between bureaucracy and democracy; an effective democracy cannot exist without an effective bureaucracy, not only in terms of the day-to-day administrative requirements of a modern economy and political system, but also in terms of safeguarding the nation from unbridled corruption and abuse of power by democratically-elected officials and their appointees.

Defence and security fields in Europe and North America evolved starting with the ‘90s influenced by the rising new threats to security and multiplying of old ones. NATO has been playing a major part in reducing the security threats to its member countries and in promoting international stability and security. At the end of the ‘90s EU also has started developing its own defense and security dimension as a reaction to immediate or longer term threats and as a means of consolidating its economic and political stance on the international arena. Since NATO and ESDP share common areas of action - defense and security – and members, a quest for synergies have started ever since EU launched its policy in this field. The fluid nature of threats, the increasing interdependencies highlight that the interests of both organisations and of their members is to build upon institutional convergences and avoid competition.

Abstract
The integrated management of defense resources is a willing managerial process that is assumed by the Ministry of Defense. It aims to the continuous edification of military institution’s global feat. The purpose of the integrated management is to assure military institution’s ends and sustainable competency and also to appease the exigencies of both the military personnel and the society. Its implementation in the Romanian Armed Forces is leaded by a whole of external and internal factors that are interdependent and interacting. Some of them are: globalization and regional integration; country’s belonging to a specific political-military alliance; revolution in military affairs; political regime and democracy’s development; Armed Forces’ political neutrality; military institution’s process of transformation. These determinations might be analyzed by some dimensions: organizational, human, material, normative, and environmental.

Recent threats as well as the use of biological agents by terrorist organizations against the civilian population have shown vulnerability towards these situations thus emphasizing the need for a strengthening of the capacity for an intervention in case of a bioterrorist attack. The complex training against the bioterrorist threat serves a double goal, namely it will serve for the detection of rare or unusual epidemic illnesses and will respond to industrial public health emergencies which may remind of terrorist events through their unpredictability and through their capacity to cause mass victims. The management of medical activities in case of a bioterrorist attack includes the completion of a plan for the specific medical reaction, the development of an appropriately equipped infrastructure and an incorporated system of epidemiologic surveillance.

Leadership is the most important component of the combat field. It decides on the approached tactics, on how the fire power and the protection is used, making sure that everything is used effectively against the enemy.

Also, collective defense is conducted to make up for internal vulnerabilities and to diminish their impact on national security. Due to its diverse, complex, unpredictable and multidirectional character of the new threats imply from Romanian troops a difficult way of adopting and applying the measures for preventing conflicts and there may be a need to rediscuss and even improve them.

This article presents aspects of the military managerial history and art, from antiquity up to the end of the 19th century. Both, military management and art are deeply rooted in the human evolution. The two sciences had a parallel development being closely linked to the economic development and social transformations of humanity. Though, from the beginnings and up to the 20th century, military management was not considered a science, it still existed under another name, the art of leading.
