Abstract
In the current circumstances when security environment is becoming increasingly unstable, having all characteristics concentrated in the already established VUCA abbreviation (volatile, Uncertain, complex, ambiguous), and its fluidity is accentuated by the global crisis and the unfavorable evolution of conflicts (Iraq , Afghanistan) in which are engaged forces of the democratic countries, both leading to serious financial constraints, it is understood the special attention paid to efficiency and effectiveness of each military action, especially the multinationals, which in the last decades of the last century and the first in the current century became prevalent. No state, regardless of size, economic and military power, the number of international missions it takes part in, no longer affords to spend huge amounts of money and the solution is to achieve goals with minimal human and material resources and with maximum results in a short time leading to the achievement of the purpose for every action (tactical, strategic), developed within that mission. Efficiency and effectiveness are not some abstract, but two essential parameters to which it is related the very possibility of an outbreak of international military missions; in order to increase their relevance in the sense that they should be quantified using synthetic indicators, which on case by case basis have a different weight and importance but which finally manage to convey the degree to which military action is or not efficient and effective.

Abstract
The need to manage growing amounts of information is critical. In today's economic climate, becoming more dynamic, the information and intellectual capital represent the key to generate new profitable opportunities. It has been shown that in most cases eighty percent of the essence of business is unstructured - files with various information, files, messages, reports, proposals and requests for proposals, created in different formats and stored in many places. On the other hand the management of the organizations needs timely information about the internal environment and external environment in order to carry out an optimal decision process. This flood of information required to be put in context - to be filtered, organized and made available to those who need a form as expressive as possible. It is only then that the levels of decision realize the full value of true information accumulated within the organization.

Abstract
In today’s global economy that involves interactions at all levels skilled labor force, trained employees, become a source of competitive advantage and a scarce resource. People usually choose to work in environments that are close to their values and behaviors, and which aim towards the same goals that they have. It is for this reason that employee retention tools can take as many forms as there are types of employees. Just like people, companies foster different types of behaviors. These organizations can be focused on immediate results with little loyalty or can be focused on steadily slow growth with high levels of employee devotion. There are no preferred retention tools when approaching the subject from a general point of view. Retention tools must be adapted in a flexible manner, so that eventually they can fit the final purpose of the organization stated in its mission and in its value declaration.

Abstract
Article aims to analyze the degree of interoperability of atypical military equipment for international missions, which was regarded as one of, the levels "of standardization in NATO, but also as a measure of the degree of interaction between C4I systems. Interoperability is the ability of the allied forces and, where appropriate, the forces of partner countries and other states to train, participate in exercises and to work effectively together to accomplish missions and tasks. The interoperability is an essential characteristic of the capability itself: there is no capability without interoperability. Interoperability consists of factors such as equipment, logistics and procedures. Increasing the interoperability for these aspects will increase the efficiency of operations. Planning and cooperation in the area of military atypical equipment for international missions, having as an objective the multinational approach of the issue of military equipment through the reengineering of the matter can be undoubtedly seen as an effort to reach the level of common standardization.

Abstract
The emergence and widespread adoption of integrated resource planning systems (Enterprise Resource Planning - ERP) is one of the most pervasive changes in the operational environment in the last decades. The indicators of effectiveness of the organization used in integrated resource planning systems for international missions should be classified according to criteria such as categories of resources, types of missions for which the evaluation is done, the types of military actions, etc. This paper presents a method of quantifying the effectiveness of defense resource management for international missions starting from the classification of indicators and parameters to be taken into account.

Abstract
In the French literature in general and in the military in particular, appears frequently the approach of the importance of common indicators (quantitative and qualitative), including synthetic, for the quantification (evaluation) of each activity. The problem has become of paramount importance especially due to the financial constraints that affected French Armed Forces. Based on the experience of these military forces rich in traditions I consider expressive the manner in which it is desired that everything done in the Romanian Armed Forces to be measurable in terms of efficiency and effectiveness, especially when it comes to international missions, involving a huge human effort and material and above all and which can have the most serious consequence: the loss of life. The use of indicators, particularly those synthetic, is mandatory in society and I consider that in the military they must be applied with priority based on the specificity that makes it able to be at any time subject to evaluation and quantification of the combat tasks. I used in this paper citations in French, for their fidelity and to emphasize once again that this language along with English is official language in NATO.

Abstract
Within the contemporary era, human and social entities are more and more confronted with difficulties when trying to maintain control over their own lives. Changes occur at such a rapid pace, with so profound consequences, that, in order to determine an advantageous future for the self, the individual, or the entire society has to estimate the current situation and make decisions almost instantly. An analysis of the crises evolution implies the analysis of the risks that led to the crisis appearance, which means that their management has to be accomplished within an integrated environment. As far as organizations are concerned, preventing and managing risks may only be done in case the crisis management is based on a coherent communication strategy in crisis situations. An efficient management of crises is that of an interactive type, and the communication policy belonging to it presupposes the existence of an integrated structure of public relations.

The need to secure the military and civil-military structures has increased since September 11, 2001, and the concern for safety and security had to take into account the economic and financial factors, the changes that appeared in the national, regional and international environment. The economic security of those structures supposes to counter all risks, threats and risks to economic resources, and reducing the vulnerabilities in this domain The access to resources and basic needed infrastructure is a condition sine qua non for ensuring an acceptable level of power of various military and civil-military structures. However, the resources that are available depend on the potential state or alliance / coalition, potential that can be measured, quantified and evaluated using indicators.

The term "infrastructure" is defined as a network of interdependent systems and processes (usually private) which work closely and convergent to produce and distribute a continuous flow of goods and services essential to the development of a nation (society). The critical infrastructures of a country are interconnected and mutually dependent in many ways, both physically and through a series of communications and information technologies. This causes the disruptions produced to the infrastructure to affect, directly or indirectly, other facilities or they may have a major impact on a relatively large geographical regions, with repercussions on the global economy.

The increase in the interconnectivity between computers, especially those connected to the Internet continues to revolutionize the manner the governments, nations, the economic and financial community communicates and does business. However, increasing the interconnectivity will expose the computers of a country or a government to great risks. A greater threat is the risk arising from the reliance on critical operations and infrastructures that support such activities to the control information systems. The main risks to the control system are not physical (as considered until recently), but the cyber attacks that can have very different origins: hostile governments, terrorist groups, dissatisfied employees etc.

The need for an integrated management of defense resources in the context of the Romanian troops present in international missions must be substantiated by identifying socio-cultural and socio-linguistic indicators on which the success of these missions can be measured and quantified. Thus, in order to determine which indicators are relevant to the intercultural environment in which troops must act, this article aims to address the implications of organizational identity from a socio-psychological and managerial perspective, on the integrative perspective of defense resources management and implicitly on cultural matters. On the other hand, in order to have the most appropriate approach to an integrated organizational management in an international context, we will take into account the socio-linguistic factors circumscribed to the concept ,,community of speech" which in turn can constitute relevant indicators of the degree of achievement of the international missions assigned to the Romanian troops.

Democracy always assumed as the default rule of civilian control upon the armed forces, any deviation from this rule leading to the characterization of being an undemocratic society. This study examines the national and international issues that are involved by need to ensure a democratic control of the armed forces participating in multinational operations. To this end, the first task was to identify the need and requirements of the democratic control. The answer to this question was the starting point for the recognition of actors involved, the actions, the control mechanisms and moments when this control should be exercised. The analysis also takes into account these issues and international dimensions of the responses to the questions: who, what and how they control.

The main feature of the international terrorist activity in the last two years is the unprecedented growth of the phenomenon. Total number of incidents was almost 5000 in 2005 (i.e. 4924 incidents), almost 85% more than the peak of 2004 (2646) and 2002 (2649), representing an absolute record in the history of terrorism. The Pope sees terrorism as "a cruel and perverse decision that defies the sacred right to life and undermines the very foundations of civil society ... If together we can succeed in eliminating from our hearts any trace of rancor, resisting to any form of intolerance and opposing ourselves to any manifestations of violence, we reject the wave of ferocious fanaticism that endangers the lives of so many others and thwarts the progress towards world peace" In light of these ideas, this paper aims to make a brief analysis of terrorism in the contemporary society.

Abstract
Medical insurance is a complex process that includes disease prevention, limitation of body injuries, evacuation of wounded and sick, hospitalization and patient treatment in order to maintain the readiness of the engaged forces. Ensuring an optimal level of medical support is an important indicator in the successful the international military missions. A multilevel concept of medical support, which ranges from basic first aid to definitive tertiary level medical care, was adopted. International military missions are characterized by unique features that have a fundamental impact on the provision of medical support, such as the political complexity and the dynamic nature of operations, geographic, demographic, cultural and linguistic variations within the mission areas, the specific epidemiological patterns of the prevailing disease and multi-national participation in international military missions with various national training standards, operational procedures, equipment and supplies. This paper outlines the planning considerations in determining the medical assets required to support an international military mission and gives detailed operational guide lines for each level of medical support. It must promote the understanding of the concept of medical support and its importance in carrying out the missions.

The particular importance given to the quantification (assessment) of the military actions and especially those with a multinational participation through the use of the synthetic indicators, in my opinion is the natural consequence of the extremely rapid development of the society at all levels while diminishing the resources and increasing the financial constraints. The results of this evaluation are relevant only to the extent to which the action (mission) is perfectly legal otherwise both the mission and the quantifying indicators lose their meaning; being illegal, their efficiency could turn into the reverse. Frequent references to Law no. 42 / 15 March 2004 on the participation of armed forces in missions outside the Romanian territory, come to emphasize my conviction that it is remarkable that for such missions Romania has an unambiguous regulation.

One of the decisive conditions to ensure the interoperability with the armed forces of the NATO countries is having similar technique, and this can be achieved primarily through the transfer of military technology. The need for maximum efficiency joint action is paramount in international military missions, where technology transfer is in fact the transfer of technique, ammunition and fuel in the most difficult moments of the battle when one or more of the allies can no longer provide the necessary supplies from their own sources as a result of the blockade created by the enemy, ammunition depletion due to the intensity of the fight and so on. We believe that the technology transfer is a reality of the contemporary world and a need inside NATO in order to make possible a joint action of the NATO countries armed forces.

The current security and conflict environment and those projected for the future are ones that require the military to deal with constraints on the amount of power, limitations on available forces, financial constraints and limitations on strategic transport required for carrying capabilities in the theater. Under this set of observations on the requirements and constraints of the force, the military should develop a concept of modularity to allow relocating positions and capabilities from a base unit to another and to proportion such positions and capabilities to deploy them within a force assigned to be projected in a theater of operations. This force also must be interchangeable, have the ability to develop and resize to perform tasks and needs are changing.

Currently we go through a period of transition towards a technological supercivilization, the globalization making its presence felt through an accelerated and continuous process in all areas. Nations interconnect their national economies to global and regional systems, this resulting in a change in the perception of the security need at the political level. "Because the global international system is not dominated order but anarchy, and the states must rely on their own forces for self-protection, national security becomes a high priority. The evolution of contemporary military phenomenon reveals that, in general, a country's defense is no longer exclusively based only on the strength of the military, playing the crucial role it economic potential, the economic resources available and not least the national economic resources, representing potential material naturally available financial and human. " In order to ensure the needs of defense, and redeem a nation mobilizes the full set of material and human resources. Adapting to global trends, the Romanian Army has created a system of integrated management of resources for defense, and introduced multi-annual planning, programming and budgeting system, compatible and interoperable with existing NATO members. The current defense resource management system is based on a system reform integrated into the overall management system of the military, making public the activities performed, the objectives, and the integrated management method of the defense resources.

Based on the calculus model for non-linear environments in the case of elastic-plastic stress-strain of thick-walled tubes, the paper presents the numerical solutions for different geometries of the barrel and modes of loading. The method presented in the 2007 CNCSIS scientific research project, 970 code is validated on a numerical application in which the behavior of a thick-walled tube is analyzed when there exists elastic-plastic stress-strain, without an axial load , made from a homogenous material (specially heat treated steel).

Based on innovative mathematical model, an own software program of non-linear analysis with finite elements for thick-walled tubes is described in this paper. This program can be used for various geometries of the tubes and for various loading modes. The software application allows the choice of any state for which the tube has a linear elastic behavior as an initial state. One could also start from the unloaded state. In order to reduce to the minimum the effort of calculus it is preferable to start from the elastic limit state.
