From a psychological and social viewpoint, the individual consciousness has to be underpinned by a set of values and beliefs reflecting the soldier’s perception of the world, as well as the way in which he/she perceives his/her role in the society. In every day life, the military are regarded as a citizen with full rights and duties within the community. Practically, however, armed forces are viewed as the regime’s tools or, on the contrary, as the nation’s tool. The 21st century Romanian militaries’ civil and moral education has to focus on the following: their mission is politically useful, as well as legally and morally justifiable.

According to the general theory of systems the national security as a big system, this relies on an inter-disciplinary theory resulting from the political-military, economic, social, cultural, scientific, etc. systems interaction, because both the theory of security and the practice of security assurance are permanently influenced and determined by the political, military, economic, social, cultural, diplomatic, judicial, etc. theory and practice. Consequently, the changes and trends in the policy, military art, economy, science, technology, culture etc. will be reflected in different ways in the national security. Some changes or trends in the nation’s security are taken from the above mentioned domains, whereas some other trends are specific to security as a result of the sinergy of the security system. The approach to such a large and fastidious topic requires intelligence, wisdom, but also courage, because the field of security is immense both in theory and in practice and the uncertainties the future has in store for us make our scientific application more difficult.

The application was developed in the framework of a research project entitled: „Optimization of capabilities for tactical mission’s preparation in the field of national defense and security”. This was carried out in the C++Builder environment. The decision-making method used in the informatic application uses the Savage method.

Operational research is a young field in mathematics which emerged at the end of the 19th century and the beginning of the 20th century from the necessity to increase the productivity and efficiency in industrial, economic, financial and military fields. It is known that “operational research” as well as operation, operative part, strategy etc. were taken from the military field. There are a lot of problems which can be analyzed and solved with this theory. The models of operational research try to find the best solution to the phenomena that we study and are the most important device to optimize the decision-making process. Another important aspect is the need to understand it very well, to find the main parameters and to develop an accurate model which fits the practical results. In this paper we analyze the problem of optimisation of the use of the capabilities and resources that a commander has at his/her disposal.

This paper presents some results regarding a prospective study in the evaluation of the methods and techniques of the components of the electronic biometric systems as a basis in the future elaboration of the special equipment and of the biometric systems in order to certify the workers of the comupter networks and the major importance objectives. This paper comprises more aspects regarding the methodology, management and implementation of the electronic biometric systems. A special part of this paper is the study of the individual features of the iris as the most stable biometric system related to the actual trends in using the electronic biometric systems to screen the health state.

Abstract
Performance management has become more than a necessity nowadays. Its major role in achieving organizational strategic objectives through performance planning, coaching and appraisal is an important argument in favour of approaching Romania’s accession to NATO from this viewpoint. Moreover, its focus on ongoing communication and feedback of results and the possibility it offers to any organisation to update or modify earlier steps of its activities grants it validity. Thus, by resorting to performance management an organization is given the possibility to be an effective one in a competing and evolving environment. Consequently, given the importance of the concept of performance management, the purpose of this article is to first clarify the concept of performance which is too often used in a loose manner. The second aim is to point out its basic components and to briefly analyse them in contrast with the current achievements of the Romanian armed forces and their relevance for the broader international context. In the end, the recommendation of this article is a thorough analysis of the lessons learned of the Romanian military in theatres of operations for the past three years in order to achieve the interoperability standard of NATO.

PEACE DIVIDEND – MYTH OR REALITY

Abstract
Peace dividend is a controversial concept, often used by politicians and interest groups to support the reduction in defense spending. Although many definitions have been offered for this concept, the final impact and the magnitude of the effect of reducing defense spending on the economy remains a matter of debate. Also, the peace dividend is often considered solely from the national point of view, ignoring the fact that a medium term benefit for the country may lead, under certain circumstances, to negative long term international effects on the long run. In analyzing the peace dividend, the specific conditions in each country should be also taken into consideration in order to get the real picture of the effects of reduced defense spending.

The European Union by its European Security and Defense Policy (ESDP) enabled the design of a common defense structure and the adoption of the European Security Strategy. The latter, in its turn, contributed to the establishment of the Rapid Reaction Force with a view to managing crisis situations. Romania took proactive steps within the EU’s endeavors to develop its military capabilities by reaffirming its full support and participation in these efforts. Consequently, Romania’s defense and national security policies have to be aligned to the country’s pledge for NATO and EU.

The outsourcing of several defense activities and services cannot be improvised. It must be conceived, organized and run according to an adequate strategy and legislation in the service execution field. The process of outsourcing must be a very rigorous one and needs agility, evolution, transparency, proximity and feedback. The utility of outsourcing corresponds to the necessity to concentrate on saving sources. This can be obtained by means of rationalization of organizations and structures, especially by reinforcing the mutual collaboration between the Ministry of Defense and other ministries and structures which can meet this need for optimal function.

Abstract
The enclosed and semi-enclosed seas are particularities of the world’s oceans in that they have specific characteristics and particularities concerning security in the area. Security in the enclosed and semi-enclosed seas is usually regarded as a seaside countries’ issue only. However, we should take into consideration that the access to and from these areas is a matter of international law and, consequently, it concerns all international organizations, both political and economic. Therefore, legal papers related to enclosed and semi-enclosed seas are larger in number than those concerning open seas and oceans even though the legislation is more reduced. The diversity of threats which may endanger the safety in these areas requests different approaches and, subsequently, implies a great number of agreements and arrangements as well as the launching of local initiatives.

The end of the Cold War has brought a review of the Naval Forces’ missions and, as a consequence, their restructuring while considering the challenges of the new security environment, which are different from the classical pattern and, therefore, they require a different approach. All naval powers worldwide, especially the biggest ones, have configured their own forces and capabilities rapidly, mostly by setting out modern ships endowment projects covering long periods of time, sometimes even a half-century. These projects are extremely ambitious, almost fictional. The main features of the new ships will be high technology, as well as diverse in terms of their roles. In this view, the accomplishment of these projects will put Naval Forces at the heart of many diverse future conflicts.

The conclusion to be drawn is that interoperability plays an important role in all domains, but without managerial interoperability the concept of management per se cannot be used in any other fields.

Managing a new product design project in the product life cycle assumes taking into account the consequences of the designers decisions on the future costs and, particularly, the manufacturing costs of the company. The life cycle cost perspective focuses on the cost comitted during the design and development stages. Evaluating the cost committed during the design and development stages is becoming an important challenge for the companies of the industrial sector and it is during these stages that the main risks involved can be identified and evaluated. Different methods and tools can be used to influence the designer’s decisions and the cost committed on the life-cycle: Design for Manufacturing and Assembly, Value Analysis, Design-to-Cost, risk analysis, standardization. The purpose of this paper is to present original software to manage the costs incurred and the economic risks involved.

The paper describes the IT application for optimal variants determination in the framework of the research project entitled: „Optimization of capabilities for tactical missions’ preparation in the field of national defense and security”. Optimal variant determination was carried out in the C++Builder environment. By the proposed application, the optimal variant assumes the subject’s sorting that fulfils some specific task, in certainty and uncertainty conditions. According to the mission type specific decision-making methods are applied to the scores that the subjects gained by testing under mission-specific criteria and sub-criteria, as well as to the risk factors that may influence the mission,. The decision-making methods that are implemented in the application are: the method of Moments, Electre method, Utilities method, Regret method.

Abstract
Bureaucracy is derived from the word bureau, used from the early 18th century in Western Europe. Bureaucracy thus basically means the power of the office and the power of regulations. This social phenomenon is omnipresent in our lives, we cannot excape from it and that is why we should transform it from something negative into something positive. There is an ongoing controversy about bureaucracy, namely the perversion of means and ends so that means become ends in themselves. The suggestion here is that, left uncontrolled, the bureaucracy will become increasingly self-serving and corrupt, rather than serving society; we cannot abolish it so we should transform it into something that could increase our efficiency.

Improving the functional processes of the Department of Defense (DoD), acquisitions project management is a key element of reengineeing activities and is critical to the success of the corporate information management initiative. Reengineeing techniques are and will continue to be the driving force for major acquisitions process improvement efforts in DoD. The recognition of the importance of reengineering as a major factor in changing organizations has grown considerably in recent years. Reengineering is no longer viewed as a convenient way of getting work done; instead, it is quickly being recognized as a critical resource essential to today's organizations to maintain their competitive edge.

This article describes the reengineering of military equipment applied in the field of production. According to Hammer and Champy, (1993), reengineering is “the fundamental rethinking and radical redesign of business processes to achieve dramatic improvements in critical, contemporary measures of performance, such as cost, quality, service, and speed.” Romanian Armed Forces business process reengineering is a radical improvement approach that critically examines rethinks, and thinks, redesigns mission product and service processes within a political environment. It achieves dramatic mission performance gains from multiple customer and stakeholder multiple perspectives. It is a key part of a process management approach for optimal performance that continually evaluates, adjusts or removes processes.

The hereby paper attempts to examine cultural diversity in the military system as a starting point of similar future endeavors.
